(partially paraphrased from the owner of this bird) This is a Ferruginous Hawk (Buteo regalis) taken at the annual Washington Falconers Association Picnic (http://www.wafalconers.org/). It is held every year as a fund raiser, get together of other WA falconers and a chance for public interest/falconer interest to attend. Also a good way for members to meet and connect with others in the state. I must say this was probably the highlight of the event for me and a beautiful bird to photograph!
